Justice Programs The Council creates opportunities for clergy and lay to minister to inmates in the Hamilton County Justice System. Every Sunday and Sabbath as well as during the week, volunteers from all faiths take time from their busy lives to serve on a Worship Team providing Bible study and worship; to serve as an Adult Jail Chaplain providing pastoral care; and/or to serve on the Police Clergy Team. Clergy and lay complete a background check and special training required for ministry certification. Since the early 1970's, thousands of volunteers have entered the different facilities of the justice system to minister to inmates through the following programs: Justice Programs
